Philip's Experience
His Legislative Achievements include:
Parliamentary Draftsman - Marco Polo Programme

Legal Affairs and Internal Market (1999-2003)
Philip steered through legal opinions on:
• Air Carrier Liability - A complex legal dispute over the levels of compensation payable to air passengers and their families for injuries, or for lost or damaged baggage.
• Public Service Contract Regulations - Overhaul of the tendering process for local authorities for bus and rail services.
Philip is a former West Midlands CPC Chairman and a former Chairman of the West Midlands region. He was also a member of the National Local Government Committee until 1998. Philip has held various posts with different local authorities, mainly based around planning.
Philip fought Wolverhampton South East in the General Election of 1992, and County Durham in the 1994 European Elections.
About Philip
Philip was first elected MEP for the West Midlands in 1999.
He was Chief Whip for the Conservatives in the European Parliament from April 2004 to January 2007, and was Conservative Spokesman on Transport, Local Government and Tourism until December 2006. He is currently Conservative Spokesman on Justice and Home Affairs.
He is a Member of the Transport, and Tourism Committee and a Substitute member of the International Trade Committee. He was Deputy Chief Whip for the Conservatives in the European Parliament from 2001 to March 2004.
He is Honorary President of the European Parliament's Sri Lanka Liaison Group. Philip is also a Member of the USA and South Africa Delegations and a substitute Member of the South Asia and EU-Canada Inter-Parliamentary Delegations.

Spokesman on the Internal Market
About Malcolm
Malcolm was first elected MEP for the West Midlands in 1999. He is Conservative Spokesman on the Internal Market, and a member of the Legal Affairs and Internal Market committee. He is a substitute member of the Industry, External Trade, Research and Energy Committee.
Malcolm was formerly a partner in a motor industry consulting company, Harbour Wade Brown from 1989 to 1999, and was UK and Overseas Sales Director for Austin Rover.
Malcolm fought Birmingham East in the 1989 European Election. Born in 1947, Malcolm is married with two children. His interests include travel, cooking, choral singing and motor racing.
